Problem posting site to Apache2.2 server

Running:
Ubuntu Server 9.04
Apache 2.2

Problem:
When I copy a pre-created index.html file into my document root directory (/var/www), all of a sudden I cannot access it from my web browser via http://localhost/ (403 Forbidden).

I re-imaged my hard disk and can tinker with the existing index.html page without making it become forbidden, but i cannot get images to be displayed!

Main Question:
How do I take an existing site (already on my Windows machine) with HTML/CSS pages and images, and put it on my Apache web server?

Check the apache.conf file in the apache/root directory, look for "<directory" (without quotes, of course) and see what's denied/allowed. Not sure about current releases of Apache but it may be secured by default (and the default IP resolution of "localhost" is 127.0.0.1, may not be allowed.)

Thanks for the reply first of all.

My last post was unclear. Here is the problem:

I can access the "It works!" page from the localhost on the server or from anywhere on my network or the internet, no problem. (I have broken Ubuntu and Apache so many times and got sick of reinstalling so I have an image to restore my HD)

The problem is that any time that I try to overwrite, replace, or edit the existing index.html ("It works!") file, I seem to disable my Apache server. (Although I can edit index.html slightly without problem, until i restart and the Apache wont start up!)

I just want to take an entire website that I have already created (HTML, CSS, and Images) and put it on Apache. How do I do this without breaking it?

Would appreciate any help thanks!!
