nVidia Control Panel is Missing
This is my 1st time installing nVidia drivers using Ubuntu's version of the glx code rather than going to nvidia.com and downloading their script and running it myself. Normally when I do this myself, after I restart GDM, I have a control panel for nVidia that shows me settings / info / and allows me to make AA setting adjustments and things of that nature.
When I installed the nVidia drivers using the New Restricted Driver option in 7.04, there is nothing that allows me to interface with the nVidia hardware. Is the menu hidden or just completely missing?

I believe what you are looking for is in the package called nvidia-settings.

Are you using 7.04? How did you install the NVidia driver to begin with?
Even after using APT-GET to install nvidia-settings, I don't have it listed anywhere so I must type the command "nvidia-settings" to have it pop up.

I assume you're running gnome (the reference to GDM) so you may want to check with the Gnome menu editor to see if the icon is there, but just not enabled.

That's what I found, the Nvidia-setting was in the menu editor in the System Tools menu. Put a check mark and you good to go.
