Welcome to LQ.

First : Do not expect any ns2 to work in Ubuntu 11.10.

And, generally for Ubuntu : No tcl* tk* should be installed,
while you are building ns-allinone-2.xx .
Please uninstall : sudo apt-get remove tcl8.5

If it must be Ubuntu, the recommended version is 10.04. Support till 2013.
Ubuntu 10.10 can also be used, but has a shorter life.

..
