Agreed - seems the "upgrade" to 18.04 has certainly broken something. I was just thinking maybe the OP can choose a different driver from foomatic or gutenprint that works (same manufacturer, diff model?) or perhaps there is an exact model ppd in either of those packages that works.

Just a thought...
