We have a 10 year old desktop. Now that Ubuntu 18.04 has been released, I went to upgrade from Ubuntu 16.04. Well that proved to be a disaster. Based on the age of the computer, I decided to try Lubntu. Lubuntu has installed (clean), more or less correctly. However there was one major irritating glitch. When turning off the computer it would not stay shutdown, it would immediately reboot. For now, I am focusing solely on the failure of the computer to properly shutdown.
I went through all the known fixes but alas nothing worked. Somewhere along the time line, it occurred to me to look into the installed microcode firmware.
Based on using
synaptic I saw that both the Intel and AMD microdes were installed. Since the computer has an AMD CPU, I deleted the Intel microcode and reinstalled the AMD microcode. At first nothing happened. However, as a consequence of installing another package, I was informed that I needed to use

sudo apt autoremove
to update the kernel. After running this and then rebooting, the computer now shuts down correctly.
