Location and language change


My 6.10 Ubuntu installation has location Australia and language en-au.
I want to change this to Singapore and either en-gb or en-sg.
Manually editing /etc/apt/sources.lst by changing all"au" to "sg" gets server for singapore as an option and I can download the repository lists, but when I try to fetch the updates they go to the main server or fail trying to get Translation-en_au, which is not going to be there.
Changing the server to main server makes the machine forget about singapore.
I need to switch to the Singapore server as it is the only one that I can reach after the cable cuts.

David in Kuala Lumpur - there is no Malaysia/English install option.
