Kubuntu 19.10 32 bit libraries

I'm sure this has been done to death but the search keeps giving me database errors so I thought I'd ask anyways.

I have an Acer Spin 3 laptop. I installed Kubuntu 19.10 about 2 months ago. It worked great out of the box. Then I downloaded Steam for Linux and was able to install my 9 game library. Linux ports like Left for Dead 2 worked great but so did Witcher 1 and Left 4 Dead 1 without WINE. (Windows games)

Next I installed Kubuntu 19.1 on my HP G7 (rather old computer I know). I did a dual boot with Windows 7. Again both boots worked great out of the box. I installed Steam for Linux and again Left 4 Dead 2 worked great. Neither Witcher nor Left for Dead 1 would download. I tried Windows based games I had on the hard drive, trying to see if WINE would work. Wine would start to load and immediately drop out.

After some reading I seen where Ubuntu decided not to support 32 bit libraries for 19.1 and 20+. I also read that they later thought better of it and would support in a limited way.

Having said all of that, at this point I assume my Acer installation must have downloaded the 32 bit libraries by default (or I inadvertently installed them). For some reason the default installation of the 32 bit library hasn't happened for my HP. So I'm trying to find the libraries and load myself. To the point, does anyone know where I can get the 32 bit libraries for 19.1? Thanks

If the operating systems installed are identical, I don't see how that could've happened.
Maybe the GPU on the older machine isn't strong enough?

Thx Ondoho. I thought something with the computer might be lacking. It wouldn’t be the CPU or memory given I can play all the games on the Windows partition no problem and I had installed Morrowind Oblivion and Skyrim on the same machine using Slackware 14.2. They ran decent enough using WINE, though not optimum.
Using the information you directed me to, I’m going to see if the 32 bit libraries may already be on the machine and just not included in the PATH command. Also I may look at the hard drive space. I put a lot of stuff on the partition. I should have sufficient space left for a couple games but who knows, maybe not. Maybe Steam recognizes the lack of space and won’t allow the down load. Seem unlikely but worth a look. Thanks again.

**UPDATE**
Ok so I found I didn't have any of the 32 bit libraries installed. I did a sudo apt install ia32-libs and I got a message that I needed to install lib32z1 instead. So I did a sudo apt install lib32z1 and that part of the issue was solved. Now the issue is, it hasn't made any difference. WINE will not run anything and Steam still won't download. I'm going to remove both and try again.
