How to shut OFF CPU scaling?


I have a Toshiba laptop with an Intel Centrino Solo Core processor capable of 1.87Ghz. Most of the time it runs at 800Mhz in order to conserve power. Most of the time I have the laptop plugged into a power outlet and I do not use the battery. Is there a way I can have the machine run at 1.87Ghz when plugged into the wall and then use CPU scaling only when the battery is being used? I checked the BIOS and I have NOT seen this as an option (my previous computers had an option in the BIOS).

BTW, I am running Ubuntu Dapper.

You should set the cpu governor to Performance. That way, it'll always run at full speed.

I did a little Google searching, but I still have a big question. How do I set cpu governor to Performance?

I did a little more reading. It looks like my CPU scaling is working as intended, however it is not going to full speed when using AC. So, my question is how can I get my CPU at top speed ONLY when I am plugged into AC??
