How do I manually install wireless-tools, when I don't have any network packages installed?

I just installed the Ubuntu Server and am not able to connect to the internet in any way (wireless or ethernet). Is there a way to install the wireless-tools package by downloading them on another computer and installing it Ubuntu Server?

How exactly did you install Ubuntu server?
What have you done to verify that you have no network?
Is your Ethernet NIC connected to your gateway device (router?)?
What WIFI NIC do you have on that hardware and is it properly detected?

It should be FAR easier and less prone to catastrophic failure to get NETWORKING going than to try to bypass the package manager/REPOS system.
