Freeze on login screen

I'm using the latest Ubuntu 21.04 and have a problem where it becomes unresponsive to mouse and keyboard input on the login screen. This can take varying lengths of time to manifest and means I can't press alt+shift+f1 to get to a shell.
This seems to be happening on the 5.11.0-18 kernel but not the 5.11.0-17 version. Is this a known issue?

Without any knowledge of your hardware, it's really hard to guess what to suggest, besides providing us your hardware information:
Code:
inxi -GIMSa
If your hardware is quite new, dis_ucode_ldr on your kernel command line might be a workaround.

It is happening in 5.11.0-17 too-it just takes a little longer.
Booting using an old GRUB entry for a 5.3.0 kernel though doesn't freeze but also leaves me no networking and low resolution.

It's hard to get inxi output off it directly so I'll summarise here:
Kernel: 5.11.0-18 generic
Ubuntu 21.01
GDM 3.38.2.1
AMD Vega 10 XL/XT Radeon RX Vega 56/64
Vendor: MSI driver:N/A alternative: amdgpu
Mobo: ASRock AM350B-HDV
UEFI v P5.90 7/3/19
16GB RAM

I tried booting with 'dis_ucode_ldr' on the end of the 'linux' line for the GRUB entry of the latest kernel but it made no difference.

It's not to me a "known" issue, but that doesn't mean it's not if you ask in the right place. I just saw a similar thread elsewhere. The kernel "version" there is vastly different, but contains many backports, as I suspect Ubuntu does with it's kernels.

Something to try is, before the freeze, do Ctrl-Alt-F3 and run top using sudo, then walk away for some considerable time to come back later and check if CPU usage is gone high. Even better would be a remote login to run top while the login screen has focus.

I tried that already and it seems to freeze as soon as I try it.

It looks like a botched update. I tried ifup eth0 when logged in using the 5.3.0 kernel and it says command not found. Looks like I'll have to reinstall.

Before reinstalling you might try booting by appending a space and a 3 to the line beginning with linu (which usually wraps) after striking the E key at the Grub menu. Once boot completes you should be presented with a login prompt. From there, login and do:
Code:
sudo apt update; sudo apt upgrade
When done, try a normal reboot.
