Finding recovery menu in ubuntu

I'm looking for the recovery menu that pops up when I do a 'shutdown now'. I'm having some serious and inexplicable problems, and I was wondering how I could get to that specific menu and hopefully it will let me rebuild packages or something.

I can't do a 'shutdown now' my /usr/bin disappeared or something, I don't even know what the hell to think

If you /usr/bin directory has actually bit the dust, there is little you can do aside from a reinstall. When you enter
Code:

sudo shutdown -h now
what does your machine respond with, what error message does it give?

Hey, I just canned it. I don't know if I was being stupid with commands but somehow my bin got trashed. So I just installed a new ubuntu and restored my old packages.
