edit right-click menu in xubuntu

Does anyone know how to edit the menu that pops up when you right-click the desktop? From what I've read (, man xfdesktop) the file ~/.config/xfce/desktop/menu.xml is supposed to be the config file, but in xubuntu that seems to configure the Applications menu on the panel...?
