I am sure i read somewhere that the new version of ubuntu has been released for download .. I know that it is beta but i didn't find a link for the iso .. Can you give me one ?

Dapper is only in development official release around Aprill. You can download a flight testimg here http://cdimage.ubuntu.com/releases/dapper/flight-3/
