Hi,
Error means that configure script cannot find libjpeg. There are several occasions this can happen.
1. libjpeg is not installed.
2. config script does not look for the place where libjpeg sits.
3. libjpeg does not meet requirement.
4. broken disk or some other problem.
5. some sort of bug.
Happy Penguins!

You need to install the libjpeg development (devel) package.
