Question changing permissions of document root and cgi-bin

is it a bad idea to change the default permissions of "www" and "cgi-bin" under ubuntu? the html and text editors that i am using can not write to these directories. i can not really remember but i must have done something like this before and it "broke" apache.

or is there a way for a particular editor to run in such a way that it CAN write to "system directories?" i do "sudo nano". but there are cases when a graphical editor, gnome-based or not, has to be used.

You need to look into the "userdir" option in apache. Search on google or on the apache home page.
