You rarely need to go to tar files for installation. There are two paths in Ubuntu to install from a GUI interface. They are both easy to use and insure that any dependancies are automatically installed for you. The first you get by clicking "Application" on the left side of the upper bar. Selecting Add/Remove will take you to a simple catalog of what's available. The other method is still GUI but gives you more options. You get there by clicking "System", sliding the cursor to "Administration" and lastly clicking "Synaptic Package Manager". What I do is when someone instructs me to use the command line to install I first go to Synaptic to see if the package is available there. Best of luck and post if you have more questions.
