Cannot see full screen or move windows using Ubuntu VNC Server


I have Ubuntu 16.04 and have vncserver running.

When I login using TightVNC Client I can see the desktop BUT:

1. I cannot see the full desktop (Cant see left side menu).
2. I cannot move any of the windows around using the mouse.
3. I CAN open folders but the windows appear stuck on the top left of the screen.

My xstartup is as follows:

What setting can I change or what do I do to fix this?

I am working from memory here but at least one of the server/client combinations has a 'scaling' option. I think it is TigerVNC though I don't remember for sure. You might try going through tightvnc's configuration files and see if thee is such an option. If not, try installing Tiger and see if that works.
