I'm sorry, but I've looked at this several times and I can't figure out what exactly your problem is. The numbers don't make sense. Please restate it - be clear about how many disks you have, how big they are, and what you want to do. Explain fully and be exact about the details - for example, there is no Ubuntu 7.0 (7.04? 7.10?).
(By the way, a desk is what you sit at when you use a computer. A disk is what you store data on.)
I think I know what you mean. The ext* filesystems reserve a percentage of the blocks (by default, 5) for root's use, which is so that you aren't screwed if filesystem repair processes need some space to work with. You can change the reserved blocks percentage with tune2fs - read the manpage. I wouldn't drop below 1 or 2%, though; it's not a lot of space and you'll be sorry if you go too low.
Again by the way, no one is demanding perfect English, but it's worth making an effort, eh? Disks are divided into partitions. A partisan is a spear-like weapon, or an adjective related to political parties.
