Everytime I reboot, I manually have to turn Bluetooth off. I never use Bluetooth. This problem has persisted for about the last three kernel updates. What could be wrong?

Have you checked what services are set to autostart?
With no idea what DE you are using it is rather hard to be more precise as to a gui application.
There should be, somewhere in your ~./foo files an auto-start file but you may need hunt a bit.
Would check in .config for sure.
It is there for Xfce. OpenBox puts it in the .openbox directory. KDE DEs I rarely use. Gnome based DEs I avoid like cess pools. But it is there somewhere and that sounds like the most likely explaination.

I did not find anything relating to bluetooth; but nvidia startup settings and selektor startup setting keep comming back, whenever I delete them from startup settings and .config. I still use selektor; but not at startup. Also, I mistakenly added nvida startup settings from Ubuntu Software Center; but I removed it a long time ago.
Why would this stuff keep comming back? What could be re-writing it?
