Ubuntu 18.10 is out of the support, so the repositories have been closed, this is the reason why it doesn't work, also it is insecure because it doesn't receive security updated anymore.
Reinstall with 19.10 (and upgrade before support end of it in July). You can upgrade to 20.04 in May.
Then your VPS provider is really really bad.
It is insecure and completely irresponsible to run Ubuntu 18.10 connected to the internet.
Tell that your VPS provider, they should know that they are doing junk.
This doesn't fix the security problem, so give you 18.10 up and reinstall with 18.04 or 19.10 (and upgrade until July).
The old-releases repo only included the fixed until the end of support in July 2019
Since this date you VPS is sleeping.

turns out that the vps provider is offering other options, but it was my fault that I didn't take a thorough look at them, now I installed ubuntu 18.04 because I wanted a long term support as you guys suggested.
