About Ubuntu/Kubuntu DVD iso
 
If I install with DVD, does it mean I will have all packages and do not need to go online to download?

While the DVD does come with a ton of applications/Desktop. It won't substitute for the online repos. The minute you go online. New Kernels and security fixes and package updates will show up in update manager.

With DVD I can install other languages like Chinese without waiting to download from internet
