Maybe PCs running more susceptible OSes ought to be first

In theory it's a great idea, it would take out almost every Window$ computer on the planet. However, because this is coming from M$, I'm sure they wish to take out every Linux computer on the planet.

Pretty sure Microsoft revive this idea every few years. Logistically, it's a nightmare - identifying them is easy, but if you remove them from the net how will they get the updates they need to get their virus programs removed? How will they get security updates to fix the holes? Who decides how and when to allow them back onto the net?
