I'd disagree with it being the best, but Mint, despite being based off Ubuntu, isn't a BAD desktop OS at all. I'll wait for the KDE version, myself before using Mint again.
Which distro has the best desktop is purely based on personal choices. One might like the Cinnamon desktop but not the color/icon theme of Mint. There's no way some author just decide for the whole Linux community that Cinnamon is the best desktop. Period.
