Linus did an interview where he talked about trying to nicely tell someone not interested in something and they viewed it another way and continued on. When they came back and were rejected, they became suicidal. He prefers blunt and I don't think this will put a stop to that. (what does the document allow, since he is the final word?)
This may control other members of it, but won't stop problems of people continuing to do things that others (Linus) doesn't approve of, like breaking user space. (his fundamental rule)
Playing nice, isn't just about one person, it also involves playing by the established rules. (does this specifically mention the rules)

Linus had to sign off on the rules, so he agreed to it. I'm not sure what to think of this, maybe other articles will have more info on the decision.

He agreed to it, but I didn't see the consequences listed.
