Unable to login using root after changing root password using passwd command

When I am trying to change the root password, I get the following message. Even if I am entering the new password everytime, I still get this message on the terminal.

Changing password for root.
New Password:
Reenter New Password:
Password changed.
Password has been used already. Choose another.
Password changed.

This is what I see in /var/log/messages

Dec 27 12:40:27 fmstest su: (to root) ad_rparasni on /dev/pts/0
Dec 27 12:41:01 fmstest passwd[18281]: pam_winbind(passwd:chauthtok): pam_winbind_request: write to socket failed!
Dec 27 12:41:01 fmstest passwd[18281]: pam_winbind(passwd:chauthtok): internal module error (retval = 3, user = 'root')
Dec 27 12:41:01 fmstest passwd[18281]: pam_winbind(passwd:chauthtok): pam_winbind_request: write to socket failed!
Dec 27 12:41:01 fmstest passwd[18281]: pam_winbind(passwd:chauthtok): internal module error (retval = 3, user = 'root')
Dec 27 12:41:09 fmstest passwd[18281]: password changed - account=root, uid=0, by=0

After changing the password if I try to login using root, I am unable to login as root.

Please help me identify the cause of this & how to fix this issue ?

What Operating system is this?
Most do not allow root login
the root login has been disabled ( except for the TEXT only and "single user mode" )

This is how /etc/pam.d/common-password looks like. I was unable to locate pam_winbind.conf . The OS is Suse Linux Enterprise server 10.2 (SLES10SP2). Yes I am using samba.I am trying to login using ssh Putty terminal and it was working fine before I changed the root password.

password sufficient pam_vas3.so
password requisite pam_vas3.so echo_return
password sufficient pam_winbind.so
password required pam_pwcheck.so
password required pam_unix2.so use_authtok
#password required pam_make.so /var/yp

Samba winbind versions are
samba-winbind-3.0.32-0.8
samba-winbind-32bit-3.0.32-0.8
