Do you try to login via KDM (graphical login)? It may be that the graphical root login is deactivated for security reasons. Don't know how to solve this, but it's not necessary anyway.

Check /opt/kde3/share/config/kdm/kdmrc if root login is allowed. I am on a windows machine right now, so I can't see if the path is correct, but the file is named kdmrc.

One reason why I think that Linux is more secure than Windows is the limited use of the root account. Most Windows systems are set-up by default to use the administrator account. In Linux, you are encouraged to do all the work with you user account. If you need to do administrative work, you may always aquire root permissions temporarily (see: su, sudo, kdesu). A root login to the graphical system will open a lot of potential security leaks and should be avoided.

Does su works ?
On other UNIX-system there is an entry in /etc/default
you will find a shell-variable ROOTLOGIN='true/false' or 'Yes/no'
