Tooltips are blank in 9.1

I'm running Suse 9.1 pro. All of my tooltips on ALL applications are blank. When you pass your mouse over them, the tooltip appears but there is no text... it's just a blank box. This happens for all my applications on the whole system.

I really didn't care at first, but I started using The Gimp, and I almost can't live without tooltips on this app because there's no other way to determine what the icons do without clicking them first.

I have looked at Control Center where you can turn tooltips off and on, but mine are on already, so I can see no other configuration for these. I have also googled for this problem but it seems like it's just me.

Any ideas?
