Is there any available source for downloading Suse Linux Pro 9.3..?

It's available (legally!) via bittorrent at http://www.interknet.net/bt/
Novell haven't yet made the ISO available via FTP.

Yes.
Novell clarified redistribution rights in license.txt, it is now redistributable even with textmaker, planmaker, etc. - due to the included commercial components you can receive NO compensation for redistribution. To redistribute for compensation you can either follow the GPL and recompile the GPL components into your own distribution, or you can redistribute the retail box.
