openSUSE Leap 42.1 - Gnome 3.16.2 gnome-software (Appstream Software Repostitory) No Application Data Found.

Is there a way to rebuild this data base?

Apparently the Ubuntu folks stumbled upon a fix for this by running the following:

Can you please run `sudo appstreamcli refresh --force --verbose` and `appstreamcli status` and paste the output somewhere?

This rebuilt the db.

Is there a similar command for zypper?

That is not an apt command, it's an application command, which means it is also applicable to Opensuse. Have you tried using it?

Out of curiosity, why don't you just use Yast?
