Not able to start telnet in SUSE 15

I have installed telnet packages in my new suse15. I am not able to see xinetd service also. How to start the service?

suse-zdgj:~ # rpm -qa | grep telnet
telnet-1.2-334.1.x86_64
telnet-server-1.2-1.30.x86_64

suse-zdgj:~ # chkconfig telnet on
telnet: unknown service

suse-zdgj:~ # cat /etc/xinetd.conf
cat: /etc/xinetd.conf: No such file or directory

If you're sure you want to use such an insecure service, run:
Code:
chkconfig telnetd on
(The service name is telnetd, telnet is the client name).

If by SUSE 15 you mean openSUSE Leap 15.0, most likely you'll need to edit /etc/pam.d/remote to allow insecure login as well. Maybe the same applies in SLE 15.
