In SUSE, most things become much easier when you are using YaST. Especially in package installation. On command-line, you can try 'yast -i <rpmpackage>'.
To your second problem: as far as I remember, the default package selection in 9.1 did not include development tools such as make, gcc, libraries and devel packages. So make sure that those are installed (YaST). Which of those you need depends very much on the source you want to compile. The output of ./configure will help you to find the required packages.
