From what I have read everything you have picked will be a solid solution to any opensource OS you tend to run (linux or UNIX) I will throw you for a loop in this question. Have you considered A laptop insted?
Most motherboards and CPUs support temperature sensors -- my AMD does. There's a KDE program called ksensors that can read those sensors and you will know if the system is too hot. You'll need to do some Googling to find out how to set sensors up. I don't know about the case you mentioned. Some cases have a place for a separate case fan if you need it. I've also seen fans that fit in a PCI card slot available. When it comes to temperature and and electronics, cooler is better.
I don't understand the technology but basically it doubles the capacity of a DVD out to I believe about 8.5GB. It is backward compatible with all DVDs and CDs. It will also write CD/R and CD/RW. Given only a small increment in price it seems the best bargin with the most capability. With that capacity it becomes an excellent backup media. I'm not sure what's available in your country but I would recommend LiteOn as the manufacture. They manufacture for major brands and have an excellent reputation in the US. The burning head uses two different types of Laser-LEDs, more specific: two Laser-LEDs with different waves lengths.
The Laser LED with the shorter wave length burns the upper layer and the laser with the longer wave length burns the layer underneath. This effect comes from "skin depth". For further details about that refer to a book with electromagentique transmission: e.g.: Feynman: Lectures on Physics
