Python3 is a pretty standard package - it should be included in any remotely modern version of openSUSE by default. You can start it or input a *.py script with "python3" and "python3 foo.py", respectively.

Note just typing "python" gives you the Python 2 of antiquity.

If it somehow isn't installed, "zypper in python3" installs it.
