Hello,
Using K3b, I get the following error while trying to write to an HP USB cdwriter (model 8290). I am using SuSE Novel Destop. Could you please tell me what it means?

What does cdrecord --scanbus say? Also, you need to do "kdesu k3bsetup", and set your group access permissions for your drives. You need to be in the group that the drive is given(like cdrom or drive).
I don't think your SCSI ID is 0. cdrecord --scanbus will tell you exactly what it is. Or if it's even detected at all.

Running cdrecord --scanbus gives me:
Linux sg driver version: 3.5.30
Using libscg version 'schily-0.8'.
cdrecord: Warning: using inofficial libscg transport code version (okir@suse.de-scsi-linux-sg.c-1.80-resmgr-patch '@(#)scsi-linux-sg.c 1.80 04/03/08 Copyright 1997 J. Schilling').

And I couldn't run kdesu k3bsetup. It said "k3bsetup" not found.

k3bsetup has to be found or you can't run it. Login as root, and execute it here /opt/kde3/bin/k3bsetup. If it's not there, your k3b is screwed. Reinstall or upgrade it.
As an aside, I would also recommend upgrading KDE if you want more responsiveness from the GUI.
