Focus Stealing Problems: Focus Stealing Prevention Level
 
I'm having a focus stealing problem, I think.
I'm use KDE in Kubuntu Breezy Badger (5.10).

Here's the problem: In an application like KMail, I click on an icon to create a new message. A window is created but it is not brought to focus; that is, the new window does not come to the foreground which is what I want it to do. To get it to the foreground and make it the focus I have to right-click the menu item and then execute the "Always on top" menu item which will bring the "Compose-Mail" window to the foreground for composing.

I've tried all the settings in
Desktop -> System Settings -> Window Behavior -> Focus stealing prevention level but they don't seem to affect the behavior.

I have also examined the file: ~/.kde/share/config/kwinrc and see the text settings. I also see the settings being changed by the GUI application when I use Desktop -> System Settings -> Window Behavior -> Focus stealing prevention level to make changes. So, apparently, the settings are getting written to the config text file properly.

I would like to get this system running the way it used to, as it was installed. This current behavior is annoying but not a real show stopper.
