System services run because they provide functionality to the system
, regardless of any user being logged in or not. It would be better if you first check if
you need the service (dependency for another service?, read 'man avahi-daemon') and if you do check the reason why
it seems slow (check which /etc/avahi/services/ files it loads, run daemon in --debug mode).
