Users without passwords

Hi all,

After I created a new user, I tried to list users who do not have passwords (logins -p), but the command did not display the new username.
Code:
bash-3.00# useradd -m tayseer
64 blocks
bash-3.00# logins -p
bash-
3.00#

The new account isn't strictly without password (i.e. open). It is locked.
