Hi,

Maybe you could create a Nisgroup called telnet-users or something like that.

Once created, you must edit your /etc/passwd to enable telnet-users log in, with
the appropiate directive of NIS. Also you must edit nsswitch.conf to look the
users first in "files" before NIS.

My advice, use SSH instead.
