What GUI software comes standand on Solaris Installations?

With the latest release it's Gnome2 (GTK2) so you should be using Glade to build native user interfaces. Older Solaris releases use Motif and the CDE desktop.

What is the GUI Builder of choice that comes resident on Solaris 8?

There's something called dtbuilder but I doubt you should start new development based on motif ...
