Port connection fail


Can someone help me out with this error


SC[,EMA.foplugin,RG_EMA_RL_LINKMANAGER,RES_EMA_RL_LINKMANAGER_FDSPM,SCPlugin_svc_start]: [ID 972153 daemon.error] Connection to port 1701 on host ema-mtn-lm failed (object is in wrong state)

According to the port number, it might be some kind of VPN / IPSEC / Tunneling issue.
