I think it is fair to say no.
There would be a lot of PR and noise if it were. I searched the blogs.sun.com and found plenty of references to Solaris 11 aka Nevada aka Open Solaris with things like build 70a and 70b in September. But nothing about release or ready for release. Also, when you go to the www.sun.com and click the link to "the free and open Solaris OS", it's all 10. No references to 11.

No, and perhaps will it be released under a different name and/or numbering.

And how often does Sun update its Solaris OS?
There is no rule, or better expressed: the rule is the update is released when ready.
There have been 4 updates of Solaris 10 since it was out in January 2005.
Solaris Express is released every couple of weeks.

For example: How many months or years did it take Sun to upgrade from Solaris 9 to 10??
No. They did however just release the latest "version" of 10 (Update 4) a few weeks ago.
So far I like 8/07. I upgraded from 1/06 and I am REALLY liking ZFS...I've been catching myself at school (we use Linux at school) saying "This is SO much easier in Solaris"
