Solaris 10 hasn't yet speedstep support. It is recommended to install Solaris Express instead on laptops, however I'm not sure speedstep is there yet for multi-core CPUs. Have a look at the separate frkit utilities from opensolaris to check it out.

Hopefully not. The issue here is your CPUs are running at full clock speed even while doing nothing.
