Home Directory!

May be it is a simple question to unix expert. That is, when using the command of admintool to add a new user, I select the path of
/home/NEW-USER as the user's home directory. But the system told me that it failed to construct the directory. So I tried to make a directory in /home by mkdir, I also got the error message of "can not make directory".
So I wonder what is the function of home directory? Why i can not
make a directory although I login as a root?

This is because /home is by default a directory where home dirs are auto-mounted, usually from a remote NFS server.
Either disable that if you're not going to use it or create the home directory in /export/home instead.
