you don't give any information so it's hard to help but the first thing I woul check is that ftp is on. Look at your /etc/inetd.conf file and make sure the line
ftp stream tcp6 nowait root /usr/sbin/in.ftpd in.ftpd
is not commented out with a # in front of it. If it is uncomment it and restart inetd.
just as a fyi You should know that ftp is not secure and sends password/username in clear text. I would highly suggest you consider using sftp which is built into ssh and is secure.

Beware that with Solaris 10, scinerd advice is partly irrelevant, as inetd.conf is not used for ftp configuration.
consty, please send us more information about the issue, how would you like us to help with what you write ?
The only piece of information is that you cannot ftp between two Solaris hosts.
We do not know:
- if something else work between these machines (telnet for example)
- the Solaris versions
- what you already did to investigate
- what did you try (what user, what command) and what error messages did you get ...
