Red face FileLog in Solaris, S10

contains two types of files

TapLog.* (Name Starts with TapLog)
TrackLog.*(Name starts with TrackLog)

My req:
I have to write a cron job (for 1 hr), which does following task:
1.If some body adds a new file to this dir, user name, time stamp, filename to be shown
2. If a file was deleted, (user who deleted, time stamp of deletion,filename) to be shown.

Is there any command to do this ?
Any help will be appreciated.
