pkgtools improvements - approx 20% speed improvement upgrading packages

Hello

I forgot to mention in one of the recent updates, that the pkgtools upgrade will yield a 20% (and in some cases significantly more) performance improvement when upgrading packages.

It was quite unexpected too - as I was working on the new os-initrd-mgr tool, I happened upon the problem of rebuilding the OS InitRD twice, due to the way upgradepkg works. This also affects Slackware x86/64. Patrick improved upgradepkg and installpkg and those changes speed up x86/64 too!

Enjoy the speed improvements!

I noticed this quite a lot, I mean on my little laptop I was used to high upgrade times compared to e.g. debian, not that it bothered me much since it's all automatic. But now it feels almost comparable, like a night to day change.
My congrats to all the devs!
