xfce themes
 
This might sound silly, but how the heck do you install new xfce themes?

I downloaded one, stuck it in ~/.themes, and went to User Interface in the settings, and i can't see it. I also stuck it in /usr/share/xfce4/eyes/themes, same luck..

EDIT: I'm particularely talking about this one

yea, i've already been there before, and i've noticed that i do not have that xfskin program they're talking about.. hence my seek for knowledge here.
