I don't know why PV chose those headers. Still you can recompile against newer/older ones, if you wish.

Solved

Let me unsay what I said about the kernel headers. He's using 2.6.21.5 headers, but compiling glibc --enable-kernel=2.6.16 :-o.

Anyhow, I sorted it with a kernel recompile. I'll email the config to anyone who wants it as a starting point. They can then take out my drivers and shove in their own. WTLibrary 2007 went a bit berserk initially if it lost mouse focus, but now it's fine. The full story is
1. Recompile the kernel including my options. Run the install.
2. Use winetricks vcrun2005 (or vcrun 2006 if it's supported) for the msvcr80.dll problem
3. Install msttcorefonts using winetools (all of them)
4. symlink all the dlls into place. Presuming a default install, cd to ~/.wine/drive_c/windows/system32 and run
lndir ../../Program\ Files/Watchtower/MEPSCommon .
5. mkdir MEPSPlugIns, cd into it and run
lndir ../../../Program\ Files/Watchtower/MEPSCommon/MEPSPlugIns .
6. Make sure you have your best X video drivers installed as it has problems here.

That doesn't mean it's being compiled against 2.6.16 headers - that means the oldest kernel that will still work is 2.6.16.
