why one file was packaged into 2 packages?

slack64 13.1

bash-4.1$ grep sbin/timeconfig /var/log/packages/*

That's for "safety", so that you always have some very "vital" stuff installed even if you didn't install the original package.

It's the whole point of aaa_elflibs, actually.

The glibc package is a 'full' distribution of glibc and includes all the files which are individually available in the glibc-solibs, glic-i18n and glibc-zoneinfo packages, as well as the development files. if you install the full glibc package you don't need any of the other glibc-* packages.
