I couldn't find documentation saying that "0" was the right way to turn off blanking, but I guessed and it seemed to work. ("off" was also accepted, though it's counterintuitive for "off" to mean keeping the screen "on".) This disabled blanking for me, aside from any blanking configured by the desktop environment or the user with xset.

What I couldn't figure out was where to squeeze in a per-user call to xset for XFCE. This thread had an example for Fluxbox, but tracing through the XFCE startup scripts didn't reveal any hooks for a user to insert custom session commands. Maybe I'm just dense and missed it, but XFCE's power management and screensaver configuration panels are probably a better solution than a startup script anyway.
